Power Grid War: Amazon Drops NDAs to Fight Growing Data Center Fury

Amazon Web Services Chief Executive Officer Matt Garman announced that the company stopped using non-disclosure agreements in its dealings with local government agencies as it seeks approvals for new data center construction. Garman released a lengthy blog post aimed at softening widespread public suspicion surrounding data center developments, insisting that these massive computing facilities bring economic advantages to surrounding communities. Dropping secrecy agreements marks a major shift in how cloud providers interact with local planning boards and concerned residents.

Behind this corporate policy change lies a mounting wave of public backlash across the country. Environmental advocate Erin Brockovich recently pointed out that a lack of transparency serves as the top complaint among local communities. Developers frequently secure permits, buy farmland, and strike deals with local officials who signed strict non-disclosure agreements before nearby residents even know a project is being considered. This secrecy has triggered political pushback, leading New York to enact a one-year moratorium on permits for large data centers while over 100 similar local bans are being considered nationwide.

In his statement, Garman warned that passing strict data center bans could stall national technological progress. He also attempted to debunk what he labeled as common myths surrounding cloud computing facilities, specifically addressing heavy water usage, rising electricity bills, and environmental pollution. Citing internal reports, Garman claimed that direct data center cooling accounts for just 0.5% of total industrial water usage in the United States, placing it far below golf courses and commercial agriculture.

However, independent researchers and environmental scientists caution that focusing solely on direct cooling water ignores the massive water consumption involved in power generation and microchip manufacturing. Experts emphasize that assessing true environmental impact requires studying off-site power generation and industrial supply chains. Because federal and state governments lack unified reporting mandates for data center resource consumption, tech companies maintain tight control over how they present environmental metrics to the public.

Controversy also surrounds power grid strain and rising consumer utility rates. Garman argued that local electricity rates went up primarily because regional power grids are aging and lacked proper long-term investment before data centers arrived. In stark contrast, an independent watchdog group reported that data centers acted as the primary driver behind a massive 70% year-over-year electricity price increase across America’s largest electrical grid.

Regarding carbon emissions, Garman disputed claims that backup diesel generators cause severe local air pollution. Critics pointed to a proposed Amazon facility in Texas permitted to emit 33 million tons of carbon dioxide annually, making it a major potential emission source. Garman countered that emergency generators sit idle 99.9% of the time, operating roughly 10 hours a year for routine maintenance testing.

To rebuild trust with skeptical local communities, Amazon is highlighting its financial contributions, noting over $1 billion invested across US towns where its data centers operate. Yet as tech leaders like Anthropic Chief Technology Officer Dario Amodei acknowledge, the public backlash reflects a deep crisis of trust. Winning over skeptical residents will take far more than single blog posts, requiring total operational transparency and clear accountability for shared water and power resources.
