Revolving Door at CAISI: Trump AI Chief Quits After Three Months

Chris Fall, director of the Center for AI Standards and Innovation, stepped down from his position after serving just three months on the job. Multiple news outlets confirmed his departure, marking the latest sudden exit from the leadership team of the federal artificial intelligence agency.

Fall took the job three months ago following the abrupt exit of Collin Burns, who lasted less than a week in the role. Reports showed that officials pushed Burns out in April because he previously worked at Anthropic, creating friction inside the administration.

The White House provided no specific reason for Fall departure. Before heading up CAISI, Fall ran the Department of Energy Office of Science during the first Trump presidency. He also served as acting director for the Advanced Research Projects Agency Energy and worked within the Office of Naval Research.

Before Burns and Fall, venture capitalist David Sacks led the agency as the White House artificial intelligence and crypto czar until he stepped down in March.

CAISI operates under the National Institute of Standards and Technology. The agency serves as the main government body for setting technical standards and testing safety methods for artificial intelligence models. It also evaluates cybersecurity risks tied to advanced software. Despite that critical mandate, recent high-level policy moves regularly bypass the agency entirely.

Back in June, the Commerce Department used an obscure export control rule to force Anthropic to pull its Mythos and Fable models from the market. Government officials lifted that restriction by the end of the month after Commerce Secretary Howard Lutnick declared satisfaction with Anthropic safety plans.

Earlier this month, the White House signed an executive order setting up a separate safety oversight program called Gold Eagle. That initiative creates a clearinghouse for sharing cybersecurity vulnerabilities. The program includes the Commerce Department and Department of Homeland Security, but leaves CAISI off the list of participating federal bodies entirely.

At the same time, industry leaders are pushing for independent oversight options. Google DeepMind CEO Demis Hassabis recently called for an independent, industry-run standards body modeled after FINRA to regulate frontier artificial intelligence. That idea directly mirrors the exact mission CAISI was created to handle.

Fall resignation comes right after policy debates erupted over Chinese tech lab Moonshot and its new Kimi model. Administration officials discussed ways to ban open source Chinese models, sparking heavy pushback across the industry. Critics like David Sacks argued that using trade regulations against open software acts as pure protectionism for American artificial intelligence labs.

While CAISI published reports analyzing open weight models like Z.ai GLM-5.2 and DeepSeek V4 Pro, the agency remains tight-lipped about its testing methods. Reporters reached out repeatedly to both the Department of Commerce and NIST to ask how their evaluation framework actually works, but neither agency provided answers. With Fall out the door, the agency faces an uncertain future while Washington struggles to build a clear policy playbook for artificial intelligence.
