Researcher Chris Schmitz studies this surge, labeling the pattern agentic flooding. In an upcoming research paper set for presentation at the AI Ethics and Society conference, Schmitz analyzes 84 distinct cases of potential application spikes across 11 legal jurisdictions. His research confirms that everyday consumers use digital tools to change how citizens interact with local government agencies.

Government agencies struggle to manage incoming paperwork loads. While some automated filings represent aggressive spam attempts, everyday citizens use software assistants to submit valid claims that would otherwise remain unfiled. Instead of dismissing incoming applications as digital spam, Schmitz views the surge as a real opportunity to update public administrative systems.

Schmitz analyzed diverse public programs, including welfare benefit applications, tenant dispute boards, and formal judicial appeals. While his research stops short of claiming smart assistants cause every single submission spike, 84 evaluated case tracks show matching patterns: flat application totals before 2022, followed by sharp upward spikes as consumer tools expanded.

As software capabilities improve, filing claims becomes far easier for everyday citizens. Users no longer need to draft long legal summaries manually. Today, snapping a quick photo of an official document or typing brief notes into a mobile assistant generates a complete, polished submission within seconds.

This sudden rise in document volume mirrors the bug-bounty tracking issues security firms faced last year, when companies saw security portals flooded with low-quality software reports. Yet while bug-bounty programs suffered from useless noise, Schmitz notes that most incoming public agency applications come from real citizens with legitimate legal claims.

Many eligible citizens skipped public benefits previously because complex administrative barriers made applying overwhelming. Now that software assistants handle heavy paperwork steps, public service offices face record submission volumes without matching budget increases.
